Port Security

• Established parameters for personnel to visit countries based on information from the US State Department and Department of Defence, including service in areas of hostilities during the Iran Iraq War and the Kuwaiti War

Marine Safety

• Directed professionals in application and enforcement of national and international maritime laws and regulations for maritime safety, pollution prevention and protection for vessel operation, construction, and manning.

• Directed emergency response to marine casualties to mitigate damage.

Technical

• Applied marine engineering and electrical experience and education in reviewing and approving operating and pollution prevention systems for merchant vessels to insure compliance with applicable laws and regulations;

• Administered research and development projects for ship and marine pollution prevention applications.

• Applied computer skills to operation of oil spill trajectory modelling programs.

Training and Education

• Developed and presented numerous training courses in oil spill response operations and techniques to over 400 personnel in the Delaware Valley.

• Prepared and presented 24-hour HAZWOPER training course for oil spill responders to over 100 personnel.

• Prepared and taught college level courses in mechanical and electrical engineering.

Emergency Response Preparedness

• Chairman of the Delaware River and Bay Marine Fire Fighting Task Force, consisting of emergency response personnel, fire-fighters and police and security personnel, for the past seven years.

• Task Force developed marine fire fighting contingency plans for the port area to be able to respond in an efficient and effective manner to port emergencies.

• Task Force developed training courses for shore based fire fighters to be able to safely fight a marine fire highlighting the differences in a marine fire and the different techniques to effectively extinguish a marine fire.

Engineering Project Management

• Directed professional engineers and naval architects in engineering design projects for U.S. Coast Guard small boats, Military Sealift Command (MSC) ready reserve vessels, and U.S. Army landing craft.

Port Area Planning
• Participated in the Port Area Committees System as both a US Coast Guard Captain and civilian marine industry manager. Based on extensive knowledge of the port industry and facilities provided a unique perspective on the relationship between the commercial marine industry and the government requirements to ensure safety and security of the port.
• Assisted in developing and revising port area contingency plans for pollution response, port safety and security, that detailed procedures and priorities to respond to an oil spill in the port area.
• Served on sub committees devoted to specific areas of the port area contingency plan including drills and exercises; alternate response procedures and response countermeasures.

Security Manager

• Security manager for an oil spill response company insuring training and security clearance procedures were in place to allow personnel to quickly enter assigned facilities.
