Profile:
Currently the program manager and lead analyst for the JCS DD AT/FP
Level I Online Antiterrorism (AT) Training Application. Support
includes developing antiterrorism content for CONUS and OCONUS scenarios
and terrorism case studies tailored to different audiences including
DoD service members, civilians and family members. To date the service
member module of the Level I Application has trained more than 1,500,000
DoD service members.

May
1997 - present - Analytic Services (ANSER), Shirlington, Virginia
Policy Analyst – Asymmetric Threats Division.
- Served
as ANSER program manager and lead analyst for the Port of South Louisiana
Comprehensive Vulnerability Assessment. Specific support included the
co-development of assessment tools based on the 2002 Maritime Transportation
Security Act and the current Coast Guard Navigation and Vessel Inspection
Circular. Also performed a number of on-site terrorist vulnerability
assessments for facilities within the Port’s jurisdiction including
petrochemical facilities, grain facilities, a nuclear power plant, barge
fleets and oil refineries. In addition, assisted in drafting a Comprehensive
Vulnerability Assessment Report, Mitigation Report and tabletop exercise
scenario as a part of this effort.
- Task
manager for the JCS DD AT/FP sponsored Level II AT Training courses.
Support included coordinating with Level II MTTs and training participants.
Training curriculum included an introduction to terrorism, hostage survival,
recognizing surveillance / suspicious activity, and the procedures for
conducting installation and facility vulnerability assessments.
- Participated
in installation and airfield access control assessments for several
PACAF installations in Guam, Japan and Singapore. Specific support included
assessing base entry control procedures, assessing outer and inner perimeter
configurations, capturing observations in an automated database tool
and identify access control best practices throughout the theater.
- Provided
analysis support to AF/XONP’s Full-Spectrum Threat Planning and
Response Guide. Support included collecting data on procedures for responding
to chemical and biological weapons incidents on Air Force instillations
as well as assisting in the drafting and coordination of the corresponding
Air Force Policy Directive and Air Force Instruction.
- Provided
support to the OATSD effort to investigate the threat of entry into
the United States of Nuclear, Chemical, and Biological weapons. Analysis
support included interviewing numerous DoD and U.S. Government personnel
to gain knowledge of institutional capabilities to prevent the entry
of WMD into the United States, and developing a series of scenarios
for workshop participants designed to identify shortfalls and deficiencies
in this area.

Maritime Security, Washington, D.C. February 2004 – present
Physical Security Investigator – Trinidad and Tobago Assessment
Project
- Led the
landside portion of the physical security assessment for the PETROTRIN
petroleum facility in Trinidad and Tobago. Specific items assessed include
the landside perimeter, administration buildings, residential area,
school facilities and water treatment plant. Also responsible for conducting
security interviews with corporate executives and law enforcement personnel.

Maritime Security, Washington, D.C. June 2003 – August 2003
Principal Physical Security Investigator – Algerian Assessment
Project
- Developed
assessment methodology and performed physical security assessments of
the Ports of Arzew and Bethioua in Algeria. Provided a comprehensive
vulnerability report detailing findings of the assessments and contributed
to a mitigation report recommending material and nonmaterial options
to reduce vulnerability to a terrorist attack.
Foundation for the Defense of Democracies, Washington, D.C. November

- Performed
primary research to identify all Palestinian attacks against Israeli
targets and associated Israeli responses during the Second Intifada.
Performed statistical analysis of research results to identify attack
and response trends.

- Assisted
the Office of Military and Civil Defense Units (MCDU) with the coordination
