Professional Experience
Post
Coast Guard Maritime Security Projects (Since 1 October 2002)
- Led
and coordinated the on-site teams which conducted the Port-wide Security
Vulnerability Assessment for the Port of South Louisiana in November
and December 2002. This port spans 60 miles of the Mississippi River
in the vicinity of New Orleans, LA. It is the largest tonnage port
in the United States and third largest tonnage port in the world.
Provided assessment methodology for the prime contractor and assisted
in the development of the RFP & SOW. Wrote the final reports for
the project. This is a $600K project was funded by the Transportation
Security Administration through the Maritime Administration.
- Assisted
Washington DC based ICF Consulting conduct a cost study for the European
Commission on the implementation of the new international maritime
security code throughout Europe. Served as the subject matter expert
for maritime security during port visits to Dover, UK, Antwerp, Belgium,
and Vlissingen, The Netherlands.
- Currently
conducting Vessel Security Assessments and Security Plans for Cardiff
Marine Inc., a Greek operator of tank ships, bulk carriers and container
ships.
- Conducted
a Facility Security Assessments and Security Plans for PETROTRIN facilities
in Trinidad and Tobago.
- Prepared
Facility Security Plans for the Lagos Port Authority in Nigeria.
- Conducted
Facility Security Assessments at eight power generation stations in
New York City, New Jersey and Florida for Reliant Energy, Inc.
- Conducted
Facility Security Assessments and prepared Facility Security Plans
for International Steel Group Inc. steel plants at Sparrows Point,
Maryland USA, and at Indiana Harbor, Indiana USA.
- Conducted
Facility Security Assessments and prepared Facility Security Plans
for AMPORTS facilities in Baltimore, Maryland USA and Benicia, California
USA. AMPORTS serves automobile carriers importing and exporting vehicles
in the USA.
- Conducted
a Facility Security Assessments and prepared a Facility Security Plan
for the Domino Sugar Terminal in Baltimore, Maryland USA.
- Conducting
Offshore Facility Security Assessments on three offshore oil production
platforms in the Gulf of Mexico for Kerr McGee, Inc.
- Conducted
Vessel Security Assessments and are writing Vessel Security Plans
for PPG, Inc, an operator of chlorine barges on the U.S. Inland River
System.
- Conducted
Vessel Security Assessments and are writing Vessel Security Plans
for IMC, Inc, an operator of phosphoric acid barges on the lower Mississippi
River.
- Conducted
a security risk assessment and prepared the security plan for the
Brandon Shores and Wagner electrical power generation plants in Baltimore,
MD. These plants are owned by Constellation Energy Inc. This $40K
project involved the assembly of subject matter experts to assess
matters of consequence, vulnerability and threat.
- Co-planned
a tabletop security exercise associated with the South Louisiana project.
Over 100 individuals from industry and various law enforcement agencies
attended the exercise.
- Prepared
and presented briefs concerning various maritime security topics before
audiences at the International Oil Spill Conference, the Homeland
Security Expo in Washington, DC, the Great Lakes Homeland Security
Conference and a one day security seminar hosted by J Connor Consulting
in Houston, TX
- Developed
and delivered comprehensive maritime security briefs to audiences
of foreign ship owners in Singapore, Hong Kong, Tokyo and Seoul on
behalf of The O'Briens Group.
- Port-wide
Project Implementation & Coordination While In The USCG
- Organized
a regional spill preparedness and response committee involving representatives
from all federal, state, and local agencies, and commercial industries
within the two state area of Western Lake Erie. Coordinated the preparation
of the first-ever joint plan to respond to spills within that area.
The Committee and resulting plan were evaluated to be the most complete
and effective spill organization within the entire Great Lakes region.
- Conceived
idea and organized another regional spill preparedness and response
committee in the three state region of the Ohio River known as the
"Chemical Valley". Through an interagency agreement with
the U.S. EPA, the Coast Guard had responsibility to manage all spills,
but no planning mandate. Recognizing the limitations imposed by this
"disconnect", initiated a spill organization modeled after
the successful coastal Area Committees. This organization has become
the model for similar USCG-EPA efforts, and has significantly improved
cooperation and response effectiveness throughout the Western Rivers
- Conceived
idea and coordinated two very large-scale equipment deployment drills
before such exercises became required by federal regulation. Events
involved presenting the concept and obtaining the voluntary participation
of over 25 commercial spill cleanup companies, state and local agencies,
and other Coast Guard commands. Exercises each involved the deployment
of over 12,000' of spill containment boom, use of many boats and helo
support by over 150 people to develop and test local response strategies.
These were the largest exercises nation-wide until requirements for
these type of drills became mandatory by federal regulation two years
later.
- Utilizing
the proven effectiveness of interagency and commercial cooperation
with Area Committees, organized a regional Navigation Committee within
the largest inland port in the U.S.
This forum provided all stakeholders the opportunity to discuss a
variety of waterway issues. Fostered a participatory climate within
this organization that significantly improved government-industry
cooperation. This paid big dividends during two consecutive years
of extreme flooding which shut down commercial traffic and waterfront
facilities for up to two weeks periods of time.
Marine
Safety & Security
- Qualified
and experienced Coast Marine Safety Officer. Served as both Alternate
and Acting Captain of the Port, Officer in Charge Marine Inspection
& Federal On-Scene Coordinator. Full deep-draft Inspection, Investigation,
Port Ops, Licensing and Pollution Response field qualifications
- Lead
Coast Guard investigator in highly visible sinking of Naval Academy
sailing vessel AMERICAN PROMISE after collision with a tug and barge.
Investigation conducted jointly with NTSB and involved several formal
hearings for questioning of witnesses. Authored the Coast Guard's
report on this controversial incident.
- Successfully
presented government's case in several license suspension and revocation
cases involving negligence, misconduct and drug use before a judge
in formal courtroom proceedings.
- Careful
inspection of a foreign flag-of-convenience bulk carrier resulted
in the identification of over 65 very serious safety and environmental
protection problems. Inspection occurred at a time when the world-wide
condition of these type vessels were extremely poor, and prior to
the Coast Guard's Port State Control initiative.
- On
own initiative, conducted in-depth evaluation of vessel boarding operations
safety by Coast Guard and Navy personnel in the Arabian Gulf. Identified
several serious safety problems as well as more structural problems
related to safety awareness and training. Brought matter to the attention
of the Atlantic Area Commander resulting in the establishment of a
new training course for personnel prior to deployment. Authored an
article in a Navy-wide magazine on these problems.
- Initiated
and oversaw aggressive safety programs at all assigned field units.
Programs covered HAZWOPER and other training, hazard communication,
medical monitoring, confined space entry and the use, maintenance
and fit testing of personal protective equipment.
Maritime Emergency Response & Incident Management
- Extensive
hands-on, managerial and executive experience in the areas of prevention,
preparedness, and response to oil and hazardous material spills into
the coastal and inland marine environments.
- Initiated
and directed 8$M project to recover over 145,000 gallons of heavy
oil that had sunk to the bottom of an environmentally and economically
sensitive marine environment as a result of the T/B MORRIS J. BERMAN
grounding. This type of oil behavior is very rare. At the time there
were virtually no documented procedures to resolve this type of incident.
Assembled and managed a team of over 100 persons utilizing both innovative
and practical processes to successfully recover the oil during this
96 day, injury free project. At the conclusion of the project authored
a technical report, which became the de- facto industry standard for
submerged oil recovery.
- Commanded
the Coast Guard response to major flooding of the Ohio River in the
tri-state areas of West Virginia, Ohio, and Kentucky. Placed operational
controls over all commercial traffic on 370 miles of river to ensure
vessel safety. Dispatched rescue boats that evacuated over 90 persons
trapped in their homes. Organized and led daily phone conferences
involving over twenty persons representing industry, federal, state
and local governments to coordinate action.
- Led
response to the discharge of over 35,000 gallons of highly volatile
gasoline into an environmentally sensitive marsh area. Ensured safety
procedures in place prior to recovery. Gasoline successfully removed
with no injuries to personnel. Arranged post incident health testing
of personnel to ensure no health impacts. During the time frame of
this incident, such testing was not required nor done by CG units.
- Served
as the Acting Federal On-Scene Coordinator for the resolution of pollution
incidents from vessels, shore-side facilities and pipelines in the
tri-state area of West Virginia, Ohio, and Kentucky over a three and
a half year period.
- Served
as the 2001 Chairman of the program for the biennial International
Oil Spill Conference. Coordinated the solicitation, review and acceptance
of over 400 technical papers submitted from world-wide experts. Scheduled
the presentation of these papers during the four day conference. This
event is the premier conference in the world to share the most up
to date information on all aspects of oil spill prevention, preparedness,
and response. Approximately 2,000 persons from over 45 nations attended
this event.
- Project
manager for current national Coast Guard initiative to evaluate all
existing studies, data and public input to determine the strategic
direction of future Coast Guard policy for oil spill prevention, preparedness
and response into the 21st century.
Marine
Transportation & Operations
Project
Officer for developing Coast Guard policy on waterway use by new high-speed
passenger vessels. Organized and conducted a national Public Meeting
to obtain the views of industry, state and local governments, and
environmental groups on the potential impacts of these vessels.
Established
numerous temporary waterway controls to regulate vessel traffic on
various major national waterways to ensure vessel traffic safety.
Numerous
Marine Transportation topics on research projects and papers during
Masters Degree in Business Administration program.
Strategic Business Planning
- Conducted
objective evaluation of three units organization and operations against
all elements of the Baldridge-based quality standards. Implemented
improvements in the areas of Leadership Systems, Organizational Responsibility
and Citizenship, Strategic Planning, Customer Focus, Human Resource
Development, and Process Management. Established comprehensive measurement
systems to evaluate success of efforts in all areas of the organization.
- For
the first time ever, national Coast Guard marine safety program established
clear link between customers, customer needs and expectations, and
CG services. This link was formally integrated into our national Business
Plan.
- Systematic
changes to unit programs and procedures resulted in three consecutive
years of improvement in employee perception of leadership, and employee
overall satisfaction. Overall external customer satisfaction also
steadily improved when the unit was evaluated against other Coast
Guard units and other federal agencies.
- Wrote
successful applications at two units for the Coast Guard-wide quality
award program.
- Administered
the U.S. Coast Guard's Benkert Environmental Award program.
Other Significant Experiences
- Served
as the Chairman of the Credit Committee for a local Credit Union during
a two year period. Annual loans exceeded $1M.
- Served
as a collateral duty Public Affairs Officer. Have had many highly
visible interactions with the TV, radio, and print media. Provided
a very professional, live-remote interview on the nationally broadcast
TODAY show to answer questions on flooding of the Ohio River.
- Project
Coordinator for holding three different national public meetings.
(STCW implementation, Fast Ferry/Waterway issues, Future of CG's oil
spill program) Wrote Federal Register notices, handled all logistics
for meeting, oversaw handling and subsequent use of comments to the
docket.
