Mr. Bartlett is retired USCG Boatswains Mate, with over 20 years of significant experience in both the Marine Safety/Security and Operations Ashore/Afloat programs. His combination of tactical maritime law enforcement experience and marine safety and security experience adds an invaluable dimension to MarPortSecurity's team of subject matter experts.

Professional Highlights:

Facility security evaluator, and member of the on-site teams which conducted the Security Vulnerability Assessment for the Port of South Louisiana in November and December 2002. This port spans 60 miles of the Mississippi River in the vicinity of New Orleans, LA. It is the largest tonnage port in the United States and third largest tonnage port in the world. This was a $600K project funded by the Transportation Security Administration through the Maritime Administration.

Assistant Team Leader for USCG Tactical Law Enforcement Team 7-H (LEDET). Conducted boardings on vessels of interest and those reported to be attempting to smuggle drugs and illegal aliens into the US. LEDET teams were deployed from naval vessels from the US, Holland, England and other countries in and around the Caribbean and off the coast of South America.

Deployed to the Red Sea and Persian Gulf in support of the UN sanctions Operated from U.S. Navy vessels and conducted searches on vessels bound for the different ports in the region.

Served as U.S. Coast Guard Group Charleston's law enforcement liaison between federal, state, and local agencies, requiring a close working relationship involving illegal smuggling and domestic drug operations along the South Carolina coast. Agencies involved were US Customs and a federal funded Task Force made up of individuals from many different police and sheriff departments throughout South Carolina.

Served as Training and Procedures Officer for Standard Naval Forces Mediterranean. This was a multi-national force that was responsible for the enforcement of UN sanctions against the former Yugoslavian Republic. This required interaction with the Dutch Operations Officer and the Italian Admiral who served as the Task Force Commander/Staff. When naval vessels or military units of participating countries arrived on scene, conducted briefs for the officers and later participated in their training. Worked with different military units from Holland, England, Spain, France, Turkey, Greece, Germany, Italy, and the U.S. Some of the units in particular were the Royal Dutch Marines, Italy's San Marco Brigade and Naval Air Group, France's Naval and Marine Forces.

Was responsible for the security of the Nina, Pinta. And Santa Maria during the Columbus Rediscovery tour, while the vessels were visiting in South Carolina.

Served as the Executive Petty Officer and later promoted to Station Supervisor of Coast Guard Station Harbor Beach, MI. Responsible for the daily operations of a crew of eighteen to twenty. Ensured all were trained to conduct missions in Search and Rescue and Law Enforcement. Supervised an annual operational budget of over $100,000.

Team leader during flood response operations in WV, OH, KY and NC. Ensured all response personal were aware of chemical, physical and environmental conditions within the area of operations. Dispatched rescue boats in areas to assist in the rescue of stranded people. If rescue was not an option directed, the delivery of needed medical supplies to stranded persons.

Federal On Scene Coordinator Representative for the Scary Creek train derailment, south of Charleston, WV in June 1997. This event involved the discharge of hazardous material in an area directly adjacent to a major commercial waterway and a populated area whose only access was blocked by the event. Established open line on communication with local agencies on scene. Expressed and relayed the concerns of the USCG Captain of the Port Huntington, WV and EPA.

Worked in the Operation and Planning Section during the Martin County, KY Coal Slurry discharge. The discharge of 250 million gallons of coal slurry affected the municipal drinking water of fourteen communities in WV and KY. Initial response and clean up involved over 500 people.

Qualified and experienced Marine Pollution Investigator, Marine Waterfront Transfer Facility Inspector, Uninspected Towing Vessel and Barge Inspector and Harbor Safety Officer. Conducted many facility safety examinations, towboat boardings and pollution investigations during my assignment to Marine Safety Office Huntington , WV

Member to numerous Marine Industry/CG committees dedicated to keeping the marine industry an environment as safe as possible. Helped develop, prepare, and execute numerous tabletop drills along the Ohio, Kanawha, Big Sandy Rivers.

Search and Rescue Coordinator (CDO) for USCG Group Fort Macon. Was responsible for the development and execution of search and rescue plans for people, planes, and vessels in distress along the coast of NC. Dispatched USCG, USMC and local rescue resources to assist those in distress.

Qualified Search and Rescue small boat coxswain. This required me to train a small boat crew of three to successfully execute the rescue of boaters in distress along the coast of North Carolina and Michigan.
